On any quad I've had, taking off the airfilter and spraying starting fluid into the air intake while you are trying to start it has always worked for me. You can pick up starting fluid at any auto parts store and at most gas stations. Let me know if that helps.

make sure you are getting gas, check the petcock and make sure its not in the Off or Res position. If you are getting gas, make sure it isnt flooded, let the gas dry out for a while and try it again.

With my quad sometimes in the cold I could crank on it forever and never get it started but with a simple quick push of the start button it would start no problem.
Try pushing the start button and releasing quickly instead of cranking so much.

You say it has mods and stock jets? If you have an aftermarket exhaust and/or intake you almost certainly need to go up a few sizes on the pilot, and maybe a size or two on the main as well. Especially at 15F outside. Also i would call the former owner and find when the valves were last adjusted. They will cause hard starting if they are out of spec. Check the plug for spark, and it probably wouldn't hurt to just replace it. Heck, while you are at it, service the air filter, change the oil, and make sure you have fresh gas. Once you get it starting, it helps to start them every day or two when it is really cold. \
On a side note, I have used starting fluid plenty of times, but beware if your starting problems are related to a lean condition. You can end up doing harm the the motor.
