I'm not quite sure what you mean by "jetting for speed"? if you are jetted for the correct fuel/ air mix then your speed is optimal for the current state of your engine. Any inprovement in speed must come from modifications. If you have a doubt as to whether you need to re-jet, only a test ride & plug read, combined with a performance check at various throttle openings can tell you that.

are you by any chance a doctor? They also are masters of vagueness."Sluggishness in the throttle"...Is your throttle opening the slide fully? Is ther a lot of slop in the throttle before it opens? If so your carb slide will not rise fully inhibiting the flow of fuel..result? less top end
