Default 1987 moto 4 issue

I recently bought this wheeler. It started up and ran. I pulled the carb and gas tank. Cleaned both and reinstalled. It started one pull, ran a bit then ran out of gas. Now the pull start is hard as hell to pull and it sounds like something's binding up. Causing the cord to be very hard to pull Any thoughts? Fresh oil in it also. I'm new to this wheeler so now sure what's going on. It almost sounds like it's trying to turn the starter (which is dead) or the transmission. Not sure where to start looking! Thanks!

Forgot to mention it's a 350 2wd.

Are you using the Decompression Lever to pull-start it?

I even pulled the plug out to make sure the pressure was released. Still hard as hell to pull. Makes a whirring noise
