Speedometer cable broke

Speedometer cable broke
The speedometer on my 2007 350 Grizzly quit working and so I took it apart where it goes into the transmission and the end was broke off. I want to replace it but it's too hard to reach.It looks like I have to take the plastic front fender assembly off to get at the speedometer.Is this right? Thanks
