If it was ran without an air filter, I would do a compression test before doing anything else.

It will run if it has : 1. (fuel) check plug and see if it is wet 2. (spark) get a inline spark tester and kick the bike over and see if it lights up 3. (compression) kick it over slowly does it build good pressure? when I buy a bike I usually drain the fuel clean the carb and change the plug. I change the fuel line if it looks like it needs it. If I had to guess I would say your carb is gummed up.
