Carb has been checked no vacuum leaks. New spark plug and boot. New gas filter air filter. Will idle fine and rev up fine but under a load it will not run either in reverse or forward. If I apply brake and give it gas it wont bog down only when I try to take off in gear.

Not sure what you mean by this as, if giving it gas in neutral, doesn't matter if the brake is on or not and, when in gear, you say it bogs anyway, so surely would with brakes on as well.

Can you push the machine in neutral and with brakes off? If not, I think you have a transmission problem, could be seized brake, or axle, or gearbox.

Then please explain what Misscal-orchards meant as it still doesn't make sense to me.
