Is there a choke on a 1999 big bear 350cc 4x4,(i don't have the owners manual yet)?

There has to be a choke on the quad. It's based on a Warrior engine and on my Warrior there is a **** by the carb you pull out to use the choke, push it in to turn the choke off. If you go to this website and look up the correct year and quad they have an exploded view of the parts. Look up carb and take a look. ridnwarrior was dead on.
It is the **** on the side of the carb. Sitting on the bike reach down on your left side next just under the seat and you will feel it without looking. You will also feel a stop at half pull that works well to hold the rpms up without running it over-rich while warming it up. It is much easier to forget it is on than my '01 which is on the bars but you will know when it starts smoking and freaks you out. lol
I bought mine last fall used and it is a great trail machine. If yours still has stock tires, upgrading them would be mod one. I put Titan Saber Tooths on mine and it made a Huge difference. Ronnies also has exploded views of Yamahas and uses the same stock #s.
