Bear Tracker trouble

Having a bit of trouble with a friends bear tracker.
It idles fine and sounds good, but it often hesitates when giving it full throttle and it just doesn't seem to have the top end power it should have.
I have cleaned the carb twice, and adjusted it according to the service manual. It seemed to be better, but is still lacking the power I think it should have.
The plug looks fine and the valves were recently adjusted.
Any suggestions?
