What? No pipes or carb mods?
I have never raced before, but I thought that all was good as long as it was 200cc or less and air cooled.
No pipes!! What are they trying to do. Without an aftermarket pipe, you can't port the thing.
My suggestions? K&N w/OW. Jet kit. And buy a second, used head and get some head work done for the highest octane race gas you can find.
With that mods, you should get about a 20% increase in performance.

Quarryboy, does the Ulster racing sanctioning body permit porting? Polishing? Piston replacement? Jug snugging (compression raising)? Overboring? Stroking? Crankcase/crank stuffing?
Externally, stock carb/pipe/suspension components keep a stock appearance; what about the internals? If internal modifications are permitted, the better part of the black art of 2-stroke tuning remains available to you.
Otherwise, you enter basically a "stock" racing class, where the rules attempt maintaining some equal calibration of machines.
Good luck!
