First thing to check is the asking price. It better be cheap or like new. I have found that there's nothing in between.
Take a compression tester with you so you can tell if the pistons are OK.
Take the stator side case off and pull on the stator to see if there's side play. If there is any, the engine is ready to blow. If it doesn't run and you are not absolutely sure what's wrong with it, offer $500 less for it. I just bought a 94 banshee that had a "new top end". I found out later the circlip was not in all the way and it scored the jug, and the crank bearings were bad. The CDI was bad, the wiring was bad, the a-arm bushing are all bad, the carbs were bad, the rear hubs are bad etc. etc. It was ready to blow. Fortunately I decided to part it out before I got it running. The new CDI and the wire loom would have been between $250 and $400. So far I've gotten $1400 for parting it out and I still have the rolling chassis and the plastic. I just picked up an 88 that runs for $1800 that includes CT pipes, shaved head, extra carbs, extra CDI & wiring, lights, reeds etc. A much better deal than the 94 and it's 6 years older!
Everything on a banshee starts at $100 and goes up from there.
