New A-arms cost between (approx) $350-$1000, depending on what type you get. American Star and Burgard would probably be at the bottom of the scale, Lonestar and Laegar would be at the top. I personally feel you get what you pay for. I'm running a set of TimmyBoys on my Raptor (They run about $650), and I'm very happy with them.
As for shocks, if you're getting extendend a-arms, they would be a very good idea. With extended a-arms, the lower arm has more leverage than the stock arm did, so this will make the stock shock seem very soft. You can adjust the shock a little bit to compensate for this, but it doesn't help a whole lot. Your best solution is to get a new set of shocks for the front (Works, Elka, Axis, PEP, etc).
