sound like time for a new set of sprocket and chain to me..... Since the stock chain don't usually last too long.... IMO!

You must be looking for a lot of lowend with 13/41 gearing. My playbike runs 14/41 with 20" tires and my TT bike runs a 15/41 with 18". The little amount of adjustment is one of the reasons everyone curses the yamaha tension design.

Ive run a 13 on my Banshee forever. Brings the low end on good for trail riding. My dad got some longer chain adjuster bolts somewhere. I had the same problem but it was also because I run an Amp Link too, made it hard to get the chain adjusted with the extra chain length. We put a 13 on a stock 2001 and got the chain adjusted.

I run a 13 tooth for the sand only. I run a 14 tooth for any other off-road riding and a 15 tooth for street riding.

BTW, you should be able to put a 13 through 15 tooth on there with the same 104 link (stock length) chain. Something's wrong if you can't. Are you SURE you are adjusting the carrier correctly???
