if your not jetted correctly, your not getting the right amount of fuel, so it hinders your performance. if your not boggen down you might be lean, and not getting enough fuel, giving you less top end speed. check your plug and see if it is black or white, and if its tanish colored then your good.

when ever possible use a gps to measure top speed it is a lot more accurate than a car speedo

Nope, everything runs awesome. Just not what I thought the top speed would be, lousy 65MPH. I will get my *** spanked at this rate by my buddys new Z400.
