1" forward means you sit closer to the axle and the weight center is more reward for traction. You can shorten your swingarm 1" and keep the same wheel base while bringing the axle under you. Quicker, more precise turning.
My experience in on my banshee with +2, +1 a-arms and a -2 swingarm set up for flat track racing.
For general riding though, more wheel base is not always the best and a shorter swingarm really isn't good. If you are planning on stretching it out with longer swingarm and wider a-arms, go ahead with the plus 1 forward. I wouldn't go with plus 1 forward a-arms only though.
