Does it do it all the time? or just once it gets warmed up?
The cable should move freely enough if you don't have it running and you push the throttle all the way on and let it slam shut you should be able to hear the slides bottoming out in the carbs(tough with 2 I know)
You could be just jetted lean on the idle circuit but if no changes have been made and the cable moves freely definitely look for the air leak, this and difficulty cold starting are good indicators of a leak and they can quickly wear out a motor if you don't fix it.

Have you made sure the carbs are synced?
If not, sometimes one side will pull the other into a lean spot by being cracked too far open.
I have had trouble testing for leaks with the cleaner before, wasn't volatile enough to make a difference either way. One good indicator of a leak is the loss of change when adjusting the idle air screws but it's tougher too notice with the dual setup.
Does it have the stock carbs on it with the TORS setup?

It sounds like you are really lean on your idle circuit. My raptor did the same thing when I didn't have the idle screws adjusted properly. I am not familiar with banshee carbs. If you have idle FUEL screws (engine side of carb), then turn them OUT 1/2 to 1 turn each to see if that helps. If you have idle AIR screws (airbox side of carb), then I think you need to turn them IN 1/2 to 1 turn. That should help. Good Luck.
