Rattling Noise, No Start/High Idle After Timing Adjustment

Okay new problem. Bought a carb rebuilt kit and trying to tear it down I ran into a problem. On the photo below I'm trying to remove #9 the main jet but the needle jet #6 is also turning so I can't unscrew it. Is there an easy way to do this or would be okay not to remove?

Also I checked my valves and they are very tight. Can't even get the smallest feeler gauge in there. Would this cause my not starting issues?

The needle jet sets in a slot in the plastic jet block assembly. The tab is probably broken allowing the needle jet to turn along with the main jet. I'd leave it alone.. Yes tight valves can cause starting/running problems.
