it has to be the oil seal on the waterpump side out..can i change this seal by just taking off the pull rope cover or do i have to take the complete engine apart?any info would be greatly appreciated.

The seal can be removed without disassembling the engine. You have to remove the starter cover and then get the flywheel pulled. The seal will come out with a little work. When you drive the new one in put a bit of loctite around the outer edge of it.Also I would remove the electric starter and clean it out as well. If theres oil leaking from the seal it will also work its way into the electric starter too. The part # for the seal is 3084120

Only put the loctite around the outer edge of the seal where it contacts the crankcase when driven in.I like to use it on seals because it helps them to drive in easier and then when it sets up it helps lock them in place.Especially in a 2 stroke. Ever seen what happens when a 2 stroke backfires and blows a seal out?
