Fusion 110cc choke/throttle issues

Hey all, im new here and just want to say thanks in advance for the help. I have my neighbors kids little 110cc FSN mini quad. It wasn't running when he got it. Ive rebuilt the carburetor, checked for for spark and what not. Long story short, the bike will run now, but the choke is what is controlling the rpm's? The throttle does absolutely nothing. Of course I didnt get the cables crossed or anything, its not possible. The quad wont idle, but will run wide open w the choke open. Im not super carb savvy, but im sure stumped. Any ideas? Thanks!
Also, I should add, that the bike runs wide open or not at all. I've been beatin my brains out over it, and I think ive come up with something. The throttle is controlled by a spring loaded cable pulled rod in the carb. Do these rods need to be lubed? Is it possible that the rod is stuck wide open? Also, I didnt notice any specific way the rod needed to be turned (it has gooves cut in it) to fit in the carb, but that doesnt mean it doesnt need to be. Thanks again!
