The cables have thumb screw adjustments on them - exactly like the cable brakes on a 10 speed bicycle. Have you adjusted them?

Loosen the lock nut, then turn the adjusting screw out on each cable so that it essentially makes the brake cable housing longer. Since the center brake wire is a fixed length this starts to apply the brakes.

What you want to do is take up all the slack in the brake cable center wire so that when you apply the brakes using the brake lever the brake shoes will expand and press against the brake drum rather than expanding and not quite reaching the brake drum.

Once you have the brakes adjusted so that the front wheels spin freely with the brakes off, and they lock up solid with the brakes applied, then tighten up the lock nut.

Brake shoes wear down and get thinner, so this is an adjustment you need to do from time to time. You may want to take off the wheel, remove the brake drum, inspect your brake shoes to see if they are worn to the point that they need replacing.
