Default Peace sports 250 won't start

so i got a new peace sports 250 for christmas. well it hasn't moved yet. apparently the starter clutch is broken.when i try to start it it won't turn over. and there is no kick start. my dad said he is gonna order the part but do you guys think thats the problem?

If the starter spins rapidly, but the engine doesn't turn, then the starter clutch is the most likely culprit. But if the starter doesn't turn at all that is something different.

Let's be sure we are talking about the same thing:

The starter clutch is a one way sprag clutch inside the engine that allows the starter to turn the engine, but when the engine starts it allows the engine to turn faster than the starter so the engine doesn't spin up the starter motor. Google "sprag clutch" for more details on how this works.

the starter is spinning so i guess its the starter clutch
