flywheel hard to turn

flywheel hard to turn
the starter spins when not in motor but when i put it back on the chain it wont turn the motor over. Can barely turn flywheel by hand. What do i do? oh yeah its a sunl 90cc i think

Pull out the plug, then see if the engine turns.
Also raise up the rear wheels, then turn the engine. I'm just wondering if the clutch is locked up so the engine is always engaged with the wheels.
