I'm trying to think why two sets of bearing would fail.
1) Dirt inside the swing arm bearing housing.
2) Dirt getting inside from the outside
3) Lack of lubrication
4) Over torqueing the bearings
5) Misalignment between ends
I assume that when the new bearings were put in that tested to see that the axle spun freely and smoothly?
You did pack the bearings with grease?
I wonder what clues might be in the fried bearings? Can you post pics of the bad bearings?

Wow, 2 sets of bearings in 4 hours! There is something that is causing those bearings to wear out that fast....and it is not where they were made. You are getting 2 hours off one set of bearings. Rawhide or bacon rinds would last longer than that.
Something else is extremely wrong for that to happen.
How much weight is being put on the bike?
