what brand? well, here's my shot at it without more information.
1. make sure battery is charged to at least 12.5 volts.
2. add gasoline to fuel tank and verify crankcase has oil in it. (gearbox if applicable also).
3. after charging battery, turn key to the "ON" position.
4. verify the brake, usually the left hand brake, is applied
5. if you have a petcock valve on the bottom of the fuel tank, turn it to the "ON" position
6. verify red slider kill switch is in the "RUN" position.
7. push starter button, may have to choke the carb, you'll have to do that.
8. let the engine warm up.
9. if an automatic, put in forward and press accelerator, if a semi auto tranny, keep brake applied and push left foot down on shifter and put it in 1st gear. if a manual, pull in clutch handle, push left foot down on shifter, release clutch handle slowly while giving more throttle and go.
10. shut it off and don't hit anything and report back any abnormalities.
here's the disclaimer, find someone who can show you about quad safety. take an atv safety course. they only cost $75 per person to take. contact any atv dealership and they can help you out. here's a couple of websites for more information. please educate yourself about quad/atv safety before you kill or hurt yourself or a loved one.

1.2 volts on the battery? wow, that's too low. if it won't charge from a battery charger, then it will need to be replaced. in the meantime, you can jump it with jumper cables from your accord or mazda to get it to crank/turn over. was the spark plug wet with fuel when you crank it? what condition is the spark plug in? is the electrode worn? is it clean? brown or black? does it need to be replaced?
checking for fuel. pull hose off of carb from fuel tank momentarily, does fuel come out of hose? if so, reconnect. the drain off of the float bowl, (bottom of carb), should be full of fuel if the gasoline is making through the hose, check the drain screw to see if the float bowl has gasoline, if it doesn't, then the needle valve/seat needs to be cleaned. while the carb is opened up, pull the jets and clean them also. might as well do it all while the carb is pulled. here's a little video of how to all of that. now the carb may not be identical to yours, but the principle is the same.
