Bogging out when splashing water

Hi everyone! I've used this site to help me through all of my problems so why not try another one.
When ever I take a load of water up the front of the quad (through a ditch/culvert when on the incline it Boggs out and dies. There might be 4-6 inches of water in the ditch. If I try and rev up it Boggs worse but will idle fine. If I turn the ignition off and start again there is no bogging and it is back to normal.
I've tried two things - oiling my carb filter and dielectric grease on every joint including spark plug and inside boot.
Ive inspected all wiring for breaks and continuity and all appears good. I think it in the components not the wiring.
Any suggestions would be awesome!!

Ok so again it must be electrical because once I stop and start the engine it runs normal. Is there a sensor that could be getting wet? I say sensor because its as though I reset it when off and on with the engine.

do me a favor and look under the headlight assembly....there are some quick connects up in there in front of the handlebars under the headlight assembly. i've had a Linhai quad have a bad connection up there that gave me fits till i found that sucker malfunctioning.

They're are are 2 sets of lights running lights and actual headlights. Headlight on 'passenger' side of quad is omitted - connections are just dangling freely.
I have put dielectric grease on everything.

So....... I put a new filter on with a plastic water guard. Seems to be a bit better, at least I can go though water. First my carb intake does not go though an Airbox. There is a filter directly connected to carb.
With the old filter, I would shut the quad off and start it again and it would be fine - this is because when I kill the engine the carb isn't calling for air so it as a split second to gravity drain. Hence firing the engine back up stopping the 'cycle' of misty water through carb.
