Reading through and posting forums allowed me to correctly diagnose - or narrow down CDI being fried.

Also was able to solve shorting/bogging issue with a new filter - with a water resistant guard. After reading multiple forums I must be the only rider that has a filter on the carb as opposed to an Airbox.

Does anyone else have a quad that runs without going though the Airbox?
