125cc low voltage

Default 125cc low voltage
My Taotao 125cc atv is only putting out about 12.1 volts while running. When you rev it up, it goes up to about 12.3 tops. I replaced the stator. Still the same. Could the voltage regulator also be causing this.

Ok I've now replaced the stator and the voltage regulator and I'm still only getting about 12.5 volts tops. ANY ideas would be greatly appreciated.
