Default chain came off, will not start

this is a 125cc atv.\
owners said the chain came off and after they put ti back on,it wouldn't start. as u can see,it busted the chain cover and is not on it any more.
but I noticed this has a prong that my others don't have.(it is circled in blue).what is it for?
and if anyone sees any other issues I might need to check, please, let me know. if I can get it going,i may give it away to someone I know who needs it for their kids

It looks like a ground clip.

Looks more like a bracket to hold something in that hole behind it. Looks a bit like where a speedo drive pickup would go.

As for the non starting, check if you have a spark by removing the plug re-fitting the HT lead and laying the plug on the engine. If you have a spark, clean the carb out, if you haven't a spark, try a new plug then check wiring etc, as in the instructions on this forum.
