I have an old chinese quad atv I am restoring, year?

The vin year is 3 what I cant figure out is if it is a 1973 or 2003. It doesnt look old enough to be 1973 but for a 2003 I would have thought it to be in a little better shape. The VIN no. does check out as not stolen thank God since the guy I got it from was iffffy but the nurse he got it from was a fairly good bet but from out of state. No title but no license for atv in Texas anyway. Painted the metal and found the vin between the front wheels on a plate low to the ground.

Hard to believe, but in 1973 China's engineering industry mostly consisted of state owned factories producing flying Pigeon bicycles.
14 years is time enough to wreck a quad bike, someone last week posted a photo of a 2012 bike, in quite a bad way.
