1986 honda fourtrx 200sx starting problem

I cant get this 200sx to turn on. I recently changed out a blown head gasket and now it wont start.. Another thing is that when i was T mark with the 2 lines on the sprocket, the T mark would always spin out of place by like a half inch.. I had my son hold the fly wheel while i adjusted the sprocket in place. Then i released the tensioner and it would still be all lined up. Then i would rotate the fly wheel once or twuce to check and then the T mark would be out of place by a 1\4 inch. I went ahead and finished the while top end adjusted the 2 camshafts. I didnt mess with the valves at all. Now im at the point where it has comoression, it has a spark. Half blue half orange but it is a strong spark.. Lights also work, neutral green light turns on, it turns over but it doesnt turn ON. I fully cleaned out the carb, it has a good gas flow. Nothing still not even a sputter of smoke or any sound oflwanting to start. Please help. How could i by pass the ignition safety swith and the neutral safety switch down in the left crankcase?
