Street legal...

I have just realized something! I was just flipping though an old dirtwheels, and I am looking at the street legal kit for banshees and wolvs. it has an oregon plate.
someone on a related topic said that oregon law is:
the vehicle id# is looked up, and if it was originaly made for the street, by the manufacturer, then thats the only way it will be licenced, on top of lights, signals ect...
so how did the guy get an oregon plate for it?! i live in oregon, and if theres anyway, count me in!
