99 Sportsman 500 Rear Brake Problem

Using a Polaris Service Manual as a reference I recently put new pads on the rear/auxiliary brake with no problems. I then bled the front and rear brakes operated by the hand lever with no problems. I began to bleed the rear/auxilary brake operated by the foot pedal, I was only able to bleed off very little fluid before the pedal hit bottom. Now the brake does not work - no resistance/compression whatsoever so I cannot bled any more fluid. The reservoir is full and its the non adjustable type. The pads are not making contact with the disk.
The problem must be in the caliper or master cylinder.
Any suggestions would be helpful.

This may not be relevent but sometimes the front brake on my Harley would do the same thing, had to keep the resevour full and pump the brake like crazy with the bleeder open. I don't know if this is the same proublem but I was told that it is because the piston is very small.
