500 H.O. forward problem

500 H.O. forward problem
well my friends sportsman 500 H.O. will not run the right way in forward when it is raining out. THe thing is that in neutral and reverse it will run fine. However in forward it will bog down at about half throttle, remember this is only when it rains... Any suggestions???????
