Default 2-strokes don't have to die

If my 2-cycle weed eater can be CARB and EPA and DEP approved for clean burning, why can't the BIG FOUR (and KTM) get it done?

As far as I knew, their snowmobiles and PWC's were meet EPA requirements for the next couple of years
