A few years ago, they wanted to ban 2-strokes all together. A compromise was reached, where 2-strokes (and 4-strokes that don't meet environmental requirements) could be ridden in the winter months when smog isn't an issue (they get a RED sticker). So it is a seasonal thing. If you have a green sticker, you meet the emissions requirements and you can ride year round.

The whole thing is such a scam, because one diesel semi truck makes more smog in one day than all the dirt bikes and quads in the whole state make in an entire year.

The older 2-strokes also get green stickers.
