How do I know when its time?

you want to check the adjustment at a regular interval. check them after a 50 hour break-in, then at least once a year thereafter, if not more often. I check mine every 6 months, or every 200-300 hours of motor time. it is easy to check, you simply remove the head cover, park the piston at top dead center of compression stroke, and slip a feeler in each gap to measure. if the gap is out of spec then adjustment is needed. shop manual is a good resource, or do a post search and find many instructions.
valve gap diminishes over time, and ultimately if the gap is totally gone then the valve is no longer fully seating. adjustment is critical.
