Ok, ive been trying to fix up the old tank (warrior) but the clutch has little pull and the handle is really hard to pull in .....what is this?

 

Is the cable adjusted right, so there's only about 1/8 inch of free play when the lever is released? Is the pivot point on the perch worn out? Is the cable in good condition and lubed, or does it have kinks in it, or just old and worn out? I'd make sure that the perch and cable are in good shape before you go tearing the clutch cover off looking for problems.
