wat you can do is use 3m tape and tape off the parts of the fenders and use the line of the tape and make sure they are even by just looking at both of them...then you use a dremel and it will cut the plastics then take the tape off and use sandpaper and sand down the edges til they are smooth using a fine grid paper.

Ok, first, the RIGHT way to make sure that both sides the same is to mark off the line you want to cut on one side with some tape, a magic marker, etc. Then cut out a pattern out of some paper, and then lay it over on the other side and mark it off the same. To cut them, I would recommend using a dremel with a cutting wheel if you have access to one, or a sharp utility knife. After you cut them, you will probably want to go over the edges with some sand paper to get them perfectly smooth and even, starting with some rougher grit, then going to the really fine paper to blend it all in.

And i guess this is just personal opinion, but I think warriors look really goofy with cut fenders and the stock headlights. It just reminds me of a goofy looking bird or something with big eyes. Now, if you take the stock headlights off and get an aftermarket set of driving lights it can look really nice.
