New to here and ATVing and I have a couple trx200sx questions

Hi Folks.
My name is Greg and I am a complete novice in this ATV thing. I ride a motorcyle/lawn mower (zero turn) a minivan and now an ATV. I am just new to ATV's...
I have a 1986 trx200sx that I just bought. It runs really well and is in pretty good shape for being an older machine.
The questions I have are as follows.
The electric start does not work. I have a brand new battery in it and the lights and stuff work when the bike is started with the pull start but not with the electric starter. The lights will not work when the bike is off either. All the other switches seem to work, lights hi/low kill etc but the electric starter does nothing when the bike is off. When the bike is running and I press the starter button I hear a whine. However it is totally silent when the bike is off.
Any ideas?
The next question I have concerns the front brakes. I know there a couple of rubber plugs on the front wheels for making adjustments but do you actually do? The wheel spins so the hole moves around. Do you need to line the tire up somewhere? How do you adjust some brakes. The front brakes are very weak. They will stop the bike but barely.
I have new brake shoes and am waiting for my manual to arrive but I was hoping to get a jump.
Any help would be appreicated.

First, there are several fuses under the seat near the battery (at least on my 84 TRX200) make sure they are all good and connected, they are kinda hidden in the wiring.
Second, you probably are going to have to take the drums off to adjust. They are probably full of mud and such anyhow. Those plugs in the wheels to the drum are worthless in my opinion. Good luck.
