Default Sprocket hub bolts not torque'ing down?

Anyone had this happen. I put my new aluminum sprocket on and the book calls for 59 ft/lbs and these things would not torque down, I even tried another torque wrench and wire brushed the hub and bolts thinking it might of been the built up chain lube. It felt like they would just keep tightening without the wrench clicking and sure enough one of them started pulling the threads out of the nut?

I ended up just using some blue loctite and tightened them down by hand till they felt tight "enough". Any ideas? Just thought it was very weird...

Bolts are probably stretching, I would look into getting new ones.
