Default 700 sportsman starting issue

I just picked up an 02 sportsman 700 cheap. 380 miles on it under 2800.00. Only catch is it went swimming under the ice 2 winters ago. It was promptly pulled out and given a once over (fluids etc.) and run again for a while, no problems. It has been in storage for over 6 months, and now it has an intermittent starting problem. one time hit the key it fires up. Next time hit the key it turns over twice and nothing. I believe it to be the starter, rusted up from the swim. Are these starters rebuildable? Could it be something else that I'm missing? everything else on the machine electrically is fine. Any help is appreciated.
