Sounds to me like you could have a couple of problems.
Sounds like either your choke is stuck, air mixture screw is out of adjustment, could have some gunk in the carb plugging some jets, or a dirty air filter.
I would make sure your air filter is clean, and remove the carb. Once you have the carb out turn it over and remove the float bowl and clean it with a can of carb cleaner. Making sure to spray with the little straw through each jet. Then using an air compressor blow air through all the jets as well. Make sure you watch your eyes for spraying crap when you are using the carb cleaner or compressed air.
Also, I believe you have a mechanical plunger type choke. You will probably remove it when taking the carb out. Make sure to clean it and the hole it slides in really well and make sure the cable moves when you activate the choke.
Put the carb back together, install a small inline fuel filter between the tank and the carb. fill tank with fresh gas. And give it try.
In the future use a fuel additive like SeaFoam or something similar to treat you gas.
