help....1999 sportman 500 bogging

Hi
When I start my atv it will run and idle fine. When I give it fuel it boggs/sputters until you get past 1/2 throttle. When on the gas it works great until you let off and when you get back into the throttle it will bogg/sputter agine. I checked the plug and its black. black smoke comes out the exaust when it boggs/sputters. when driving it slow it seems like its loading up. this problem will happen wheather its in nutral, drive and reverse. There is fuel coming out the overflow line, not a lot but once the bike has ran for a few minutes the area around the line is wet. I just bought the atv 3 weeks ago and it has 1400km.
things I 'v done
-changed the fuel filter 3 times
-drained and vacumed the gas tank (there was dirt in the tank)
-cleaned the filters in the tank
-added and ran 1 1/2 tanks through it
-changed air filter
-changed oil
-changed plug
-changed needle and seat
-cleaned in line air filter
-cleaned carbon deposits out of exaust
any thoughts as to what the problem could be?

when you changed the inlet set up did you adjust it correctly? sounds like your right its getting too much gas for sure. maybe the main jet is causing too much gas as well if its idling corrrectly.

Witch is the inlet set up? are you reffering to the needle and seat? I didn't adjust that I didn't know that you could.
the adjuster screw inside the carb with the spring how many turns out should it be? when I sewed it in it went in 2 1/4 turns so when I put it back together I set it the same 2 1/4 out is this correct?
