86 trx200 sx clutch staying engaged

I have a 86 trx200 sx fourtrax.I took it apart and put new clutch disc and springs in it.
I reinstalled all components, and now the centrifugal clutch is staying engaged.
While riding, when you come to a stop it keeps trying to pull and kills the motor.
Also when shifting from neutral to 1st, it will kill the motor.
I am running valvoline 10 w 40 motorcycle oil.
Anybody had problems like this?
I think there might be some sort of problems with the bearings inside the centrifugal clutch between the housing and the shoes. Nothing else makes sense.And it did look a little funny when installed

it didnt have this problem before I took it apart.
it was the opposite it slipped
the little roller bearing between the housing and the center part with the shoes
it didnt look right , maybe installed backwards or ?????
who knows

one way clutch is the item I was trying to describe.
When I took it out a bunch of the litle metal pieces came out from the outside metal ring
one side has a lip or ring on it
which side goes in?
