Question # 1: Replace springs/shocks. About $ 500 list for one pair, I'm afraid--get Y2k or later part number (available from parts catalog at www.buykawasaki.com) replacements; cushier spring rate and shock valving.

10" tires will rub up front. You'll have to replace stock lugs with longer bolts and space the wheels out about 3/8 - 1/2 inch. 12's will rub the rear shocks, but only under hard cornering and just enough to take the paint off your springs. Tree Farmer is correct- go for specs matching 2000 models for better results. Be ready for a new feel up front. Making your front end wider will add quickness and sensitivity to your machine's steering characteristics. This is not necessarily a good thing at high speed or on hard-pack surfaces.
