I have a 82 honda atc 70 that has the rubbing marks in the the front fender where it has hit the head while turning. Is this a frame problem? fork problem? How do I go about fixing it? Thanks

 

You can usually just bend the fender they do get pushed back and can hit the head bolts
The forks could also be bent if they are not bad
I would just see if you can move the fender in the holes
You may have to elongate the lower holes to move fender away
