Black scuffs on plastic

There are multiple black scuffs on my red fenders from getting on and off from my shoes, I've tried to remove them with toothpaste and WD40 and neither worked. Any suggestions on what I should try?

You might try Magic Eraser. Worked wonders on removing mold and mildew stains from my sons pontoon seats.
