Default 2003 traxter 500 engine question

I just bought a traxter 500 that has low compression. The guy had it at a dealer and they put in new piston rings gaskets valves. And it still had low compression. The guy dint want to mess with it or stick any more money into it so he sold it to me. I got it home yesterday and checked the compression and it was at about 40psi. I was told to put a little oil down the cylinder. Once I did this it went up to 160psi. Could they of done something wrong putting it together? Could the cam be out? Didnt know what the oil bringing the compression up ment for sure. I was thinking it may not be the cam or am I wrong. Thanks for any help.
