Am I screwed on a Rancher 400 AT ECM update?

So I found a bad economy / divorce deal.
I got a 2004 Rancher AT with 65 hours on it.
The guy never got the tie-rod recall done. No worries... still active.
The guy never got the ECM update done and this quad falls in line with the serial number.
Since this was a service bulletin and not a warranty recall, it expired in June 2007.
Is there any way to sweet talk the local honda rep to get this waived / or local dealer?
If not, how critical is this update, and what would be the estimated cost...??
