Default 99 Beartracker carbuerator problem

my couson has a 99 Beartrack and the throttle cable snapped and it was parked for 2 years got the throttle cable replaced and now it will start but only run for 10-15 seconds. We took the carb off and cleaned jets and inside of it and that helped the problem where gas was not reaching the carb, now the gas gets to the carb just not to the cylinder and I'm out of idea's and the local repair shop wants 65 dollars an hour to check it and i dont wanna pony up the dough can anyone out there help me please????????????

This video should help. Has to be your idle jet or float.
