02 Prairie 400 no top end

I have this 2002 Kawasaki Prairie 400 4x4 that will not go over 23-24 miles per hour. I have cleaned and gone trhough the carb 3 times and checked jetting and pilot screw and float height. I have checked the exhaust for blockage, checked the belt and clutchs and they are good, there is no drag on the wheels from brakes or anything like that. I did a leak down test and compression test and they were good. I changed the spark plug, checked valve clearance, I fixed the fuel valve and it operates properly now everything checks out. I am stumped what could be left something electrical? also to be sure does anyone know the stock main jet size and how many turns out the pilot screw should be on this Stock Prairie?
